The state of shelters in Ukraine: results of the Ombudsman's inspections

The Ukrainian Parliament Commissioner for Human Rights, Dmytro Lubinets, has released the results of a large-scale inspection of protective structures across the country. According to him, the situation regarding the safety of the civilian population remains critical, as the majority of the inspected facilities have significant shortcomings.

During the inspections, specialists found that many shelters do not meet basic safety requirements. The main problems include a lack of free access to the premises, the poor technical condition of the structures, and the absence of necessary equipment for people to stay for extended periods during air raids.

The Ombudsman emphasized that access to a safe place during shelling is a fundamental right of every citizen. The inability to use a shelter at a critical moment puts the lives and health of thousands of Ukrainians at risk, so local authorities must immediately take measures to rectify the situation.

Based on the results of the inspections, relevant reports and recommendations were prepared for local government bodies. It is expected that in the near future, the responsible services will begin repair work and verify the accessibility of all protective structures to ensure an adequate level of protection for the population.
