Human Rights Commissioner uncovers serious problems in Ukrainian shelters
The Ukrainian Parliament Commissioner for Human Rights, Dmytro Lubinets, has reported the results of a large-scale inspection of protective structures across the country. According to him, most of the inspected facilities have significant flaws that prevent them from fully performing their function during air raid alerts.
During the inspections, specialists focused on the accessibility of shelters for the public, their technical condition, and the availability of necessary conditions for people to stay for extended periods. The monitoring results showed that many premises remain locked, are not properly equipped, or require major repairs.
The Ombudsman emphasized that the safety of citizens is a priority, and therefore the state of protective structures requires immediate improvement. Responsible authorities have received recommendations to address the identified violations as soon as possible to ensure safe access for all residents.
This inspection is part of systemic work to monitor the observance of human rights under martial law. It is expected that local authorities will report in the near future on the steps taken to rectify the situation and open access to safe locations for the civilian population.
