The state of shelters in Ukraine: results of the Ombudsman's inspections

The Ukrainian Parliament Commissioner for Human Rights, Dmytro Lubinets, has reported the results of a large-scale inspection of protective structures across the country. According to him, the situation regarding the safety of citizens during air raids remains difficult, as the majority of the inspected facilities have significant shortcomings.

During the inspections, specialists found that many shelters do not meet established safety standards. The main problems include a lack of free access to the premises, the unsatisfactory technical condition of the buildings, and the absence of necessary equipment for people to stay for extended periods.

The Ombudsman emphasized that access to a safe place during shelling is a fundamental right of every citizen. The inability to use a shelter at a critical moment poses a direct threat to the life and health of the Ukrainian population.

Currently, the relevant authorities are working to address the identified violations. Plans are in place to carry out additional repair work and strengthen oversight to ensure that all shelters are open and ready for use at any time of the day.

This issue remains a priority for the state, as the safety of civilians is the main condition during martial law. Citizens are advised to check the location of the nearest shelters on official maps and report locked doors to local administrations.
